Woolston said he thinks lawmakers will come to an agreement before the Federal Emergency Management Agency runs out of money this week; FEMA officials said it had just $175 million in its coffers.

"But the devil's in the details," he said. "How long will it take, how much disaster funding will there be?"

That depends on whether the closely divided Senate and Republican-controlled House can find reason to agree, and then do it ? a tall order against a history of nick-of-time accords over the budget in April and raising the debt limit in late July.

This time, even the promise of a scheduled vacation this week couldn't break the impasse. Lawmakers instead backed themselves into a new standoff Friday, requiring at least the Senate to come back in session part of this week.

On Friday, the Democratic-controlled Senate blocked the House bill that would provide stop-gap federal spending, plus aid for people battered by a spate of natural disasters. The legislation also calls for $1.6 billion in spending cuts to help defray the disaster costs.

The House, meanwhile, left town for a weeklong recess and the Jewish holidays.

What remained was a familiar so's-your-mother partisan spat, with trillions of federal dollars ? more than $3 billion for disaster victims ? at stake.

Democrats complained that it's unprecedented and unfair to insist that spending cuts accompany badly needed emergency aid. Republicans say that with a $14 trillion-plus national debt, voters will find it outrageous that Democrats wouldn't accept $1.6 billion in spending cuts. Democrats, they said, had not learned the lesson of the 2010 elections, when tea party-backed conservatives won enough seats to give Republicans control of the House.

"We are sending a message to people that freezing spending is paramount," said one of those GOP freshmen, Michigan Rep. Bill Huizenga.

Democrats, meanwhile, are betting voters will find it petty and manipulative to let tornado and hurricane victims wonder if federal aid will be denied because lawmakers want to cut aid to automakers.

Libyans fight for control of Gadhafi stronghold

Hundreds of revolutionary fighters pushed into Moammar Gadhafi's hometown Saturday in the first significant assault in about a week as Libya's new rulers try to rout remaining loyalists of the fugitive leader. At the same time, the political leadership sought to boost its authority, promising to announce an interim government as ear.

Explosions rocked the city of Sirte and smoke rose into the sky as Gadhafi's forces fired mortars and rocket-propelled grenades at the fighters. Ambulances sped from the direction of the front line, and a doctor said at least one fighter was killed and 25 others wounded in the battle.

The two sides have been locked in a standoff since former rebels tried to advance on the city a week ago but were repelled by fierce resistance. More than a months since the then-rebels swept into Tripoli and pushed Gadhafi out of power, they are still struggling to overcome his remaining strongholds in the center of the country and the south.

"They have snipers above the mosques, above the buildings. They're using the houses and public buildings," fighter El-Tohamy Abuzein told Reuters from his position in Zafran Square.

In the capital Tripoli, a series of explosions was heard and a huge plume of smoke rose over the harbor area on Saturday afternoon. The cause of the blasts was not immediately known. So far, since the revolutionaries took over in early August, there have been no significant attacks in the capital.

The National Transitional Council, which was the leadership of the rebellion, is now Libya's formal rulers, though it is still working to establish its authority. On Saturday, the council's chief Mustafa Abdul-Jalil announced that the council will announce a new interim government in the coming week.

The move would presumably give their rule a more formal structure as they aim towards holding elections, and it could be an opportunity to expand the council's base. The NTC failed to seat a new Cabinet last week amid disagreements over which cities should be represented and other issues. On Saturday, Abdul-Jalil underlined that Libyans must be united to form a new government.

He spoke to reporters after returning from New York where he and the NTC's prime minister Mahmoud Jibril represented Libya at the first post-Gadhafi U.N. General Assembly.

In Sirte, revolutionary fighters occupied a key roundabout called Zafaran west of the downtown area in the Mediterranean coastal city, 250 miles (400 kilometers) southeast of Tripoli. They then advanced to a broadcasting station on a major boulevard. Many were wounded by hand grenades and snipers firing from tall buildings, according to witnesses returning from the front lines.

'No choice but to attack'
Moftah Mohammed, a 28-year-old fighter who brought four of his wounded friends to a field hospital on the western edge of the city, described heavy gunfire from houses and fierce street battles.

He said his friends were wounded by snipers who shot them as they drove forward to fire a rocket-propelled grenade, then attackers threw hand grenades at two other revolutionary fighters who went to pull the wounded from the car.

Revolutionary fighters tried to push into the city last weekend but were driven back by fierce rocket and gunfire, with at least 25 former rebels killed and dozens wounded. They pulled back to regroup and let civilians leave the area, although the two sides exchanged fire daily.

More than 1,300 families have left the city in the past week, fighters said. A few dozen waiting at a checkpoint outside the city on Saturday described rapidly deteriorating conditions, with entire families hiding in basements and children suffering from diarrhea because clean water is scarce.

The former rebels had said they would wait until civilians could escape, but al-Sugatri said commanders decided to advance because several families living in Sirte who are originally from the nearby anti-Gadhafi city of Misrata were in danger.

"There are lots of people from Misrata who are stuck in the city living in basements. They have no food or water and many of their children are sick so we had no choice but to attack," he said.

A field outside the city's western side was filled with trucks and ambulances filled with wounded men.

Munther Kareyem, a doctor at the field hospital, said one dead fighter and more than 25 wounded had been brought in with shrapnel wounds. One man lost a leg.

Men chanted "There is no god but Allah" as the slain fighter was carried out, covered by a bloodstained white sheet.

QE3 no silver bullet for markets (Reuters)

NEW YORK (Reuters) ? Friday's jobs report that showed hiring in the United States unexpectedly ground to a halt in August is increasing speculation the U.S. Federal Reserve will move to stimulate the economy. But will it help stocks?

Fed action -- if it happens -- is no longer viewed as the elixir for the stock market it once was.

Wall Street tumbled over 2 percent on Friday as investors fretted more about the economic outlook rather than looking ahead to another round of Fed bond buying.

Next week, the question of whether the Fed will step up to the plate with another round of quantitative easing will take center stage with a highly anticipated speech from President Barack Obama. That could make for another volatile week.

This time last year, anticipation of a second round of quantitative easing, or QE2, sparked an almost uninterrupted rally that lifted the S&P 500 around 30 percent from August to May.

What a difference a year makes. Confidence in policy makers is sapping away as the economy languishes, the United States grapples with the loss of its top-notch credit rating, and the European Union seems to be coming undone at the seams.

Wall Street sees an 80 percent chance the Federal Reserve will intervene in the bond market to lower long-term interest rates, according to a Reuters poll on Friday.

But Friday's action in the stock market signaled that equity investors do not see that prospect as silver bullet for their woes. The broad-based S&P 500 (.SPX) index fell 2.5 percent on the day.

"This downdraft is based on sentiment and that has to be turned around," said Brian Battle, vice president of trading at Performance Trust Capital Partners in Chicago. "I think we're in for a longer trend of either malaise or just a down channel."

That means traders and investors who were hoping for a return to normalcy after extreme volatility in August may have to wait a little longer.

Obama is due to address a joint session of Congress on Thursday to lay out plans to create jobs, boost economic growth and lower the deficit.

He faces an uphill struggle when it come to reassuring investors, who fault the lack of consensus in Washington. Heading into an election year, the disharmony is not likely to get better any time soon.

Nonfarm payrolls were unchanged last month, the Labor Department said on Friday, and figures for previous months were also revised down to show employers created a combined 58,000 fewer jobs than had been thought in June and July.

The U.S. Treasury market rallied after the data as Goldman Sachs and other U.S. primary dealers -- big Wall Street firms that do business directly with the Fed -- said they expect the U.S. central bank to start buying longer-dated bonds after its September 20-21 meeting.

Seasoned traders say that August's extreme volatility was one of the most trying periods in living memory, outstripping the 2008-2009 meltdown and the 1987 stock market crash on Black Monday.

"I've been doing this for 20 years and it's never been more exhausting," said the chief executive of a New York-based proprietary trading firm, who said many of his traders closed out their positions in August, reducing the firm's inventories to just 15 to 20 percent of what they could be.

At least some of that volatility looks set to spill over into September until there is more clarity over the economy and what the Fed is likely to do at its September 20-21 meeting.

But some fund managers who take a more long-term view are using pullbacks to cut back positions that have done less well while increasing positions in their preferred stocks.

Many fund managers are still convinced the U.S. economy will avoid a recession and stocks will rally into the end of the year.

One of them, Mark Luschini, chief investment strategist at Janney Montgomery Scott in Philadelphia, does not expect the Fed to act this month. He is not expecting a recession, but admits he has become more defensive.

"We used some of the volatility to swap out lower yields for higher yields, believing that a combination of income with capital growth potential will help us weather days like today," he said. "Equity values should still hold their own if not appreciate given the still-good corporate profit picture."

It's incredible to think that, at the age of 87, Doris Day is set to release her first album of new material in almost two decades.

Featuring nine brand new songs, My Heart is another stunning chapter in one of music and Hollywood's most iconic legacies.

Amongst beautiful ballads 'The Way I Dreamed It' and the title track are classic rock covers, with Doris Day trying her hand at Joe Cocker's 'You Are So Beautiful', The Beach Boys' 'Disney Girls' and Lovin' Spoonful's 'Daydream'.

It's a testament to the arrangements on this album, and Day's vocals, that these songs fit perfectly alongside her more traditional material.

Perhaps most stunning is the fact that, whilst notably matured, Doris Day's vocals are still timeless and ageless, sounding strong throughout.

As an album, My Heart is emotional and haunting, proving that Day's talent and music is as timeless as the songs she's performing.

The fact that it was produced by her late son Terry Melcher makes for a poignant mood to the record.

Perhaps the most emotional and bare moment on the reckon is Melcher's recording of 'Happy Endings', a song he co-wrote for Doris Day.

A spoken-word introduction from Day leads into a haunting and beautiful tribute to her late son.

The album, whilst not deviating too much from its roots, still feels incredible strong.

Doris' voice carries the album, but the production is superb, a nice balance between maturity and innocence.

It's not unfeasable?that My Heart to do well in the Album Charts, and any success or praise certainly wouldn't be unfounded.

Irene's flooding threatens Vermont's leaf season (AP)

MONTPELIER, Vt. ? The flood damage in New England is all but certain to hurt Vermont's vital leaf-peeping season, when thousands of tourists come to see the autumn colors, pick apples, visit craft fairs and, at the end of the day, go to sleep under a down comforter at a historic inn.

Some inns have closed because of damage to roads or rooms from the rainy remnants of Hurricane Irene. A few harvest festivals scheduled for mid-September, when the leaves begin to turn, have been called off.

And resorts are receiving cancellations from would-be guests who are afraid ? rightly or wrongly ? that yuh can't there from heah, as they say in New England.

"Obviously the storm is going to scare some folks away," said Chris Danforth, director of sales and marketing at the Killington resort.

Despite the crumbled roads and washed-out bridges, Vermont tourism officials are trying mightily to get the word out that the state is open for business and should be OK for the fall foliage season, which brings in more than $300 million in business for the state each year.

"If you want to show us a little love and kindness, spend your tourist dollars in Vermont. Huge parts of Vermont our entirely unaffected," Gov. Peter Shumlin said Friday. "You can travel our goat paths in the south or our superhighways across the state, but we need your love and your dollars now."

How much of an effect the damage will have on ski season, which generally starts anywhere between late October and early December, is unclear.

Major ski resorts said they don't believe they will have any problems, but state officials are not ready to say when the roads might be fixed.

The east-west Route 4 from Rutland to Killington and Woodstock and Route 9 through flood-ravaged Wilmington, home of the Mount Snow ski area, are top priorities.

"Until we have a better understanding of the magnitude of this, we don't want to give predictions," Deputy Transportation Commissioner Sue Minter said. She said her agency is still concentrating on helping the victims cut off by the flooding.

Highway repair crews have a very small window in which to fix the roads. Cathy Voyer, president of the Vermont chapter of the Associated General Contractors, said paving and pouring of concrete will have to stop once the snows set in. That typically happens in November in the mountains.

For her part, the state's tourism commissioner is letting visitors know on the state's website and through Twitter, Facebook and public service announcements that many beautiful parts of the state were untouched by the storm.

She has talked to tourism officials in New Orleans who dealt with Hurricane Katrina about how to overcome the devastating images in the news and is encouraging innkeepers to contact their guests.

"My thought is, you know, we have three weeks to get ready for foliage, and they think the leaves are certainly fine. I feel like we're going to be able to get the main artery roads back on track," said Tourism Commissioner Meghan Smith.

In the meantime, the Hawk Mountain Inn & Resort in Plymouth is closed because of road damage, and the Woodstock Inn & Resort canceled reservations for all of September after 13 of its 142 rooms, several meeting rooms and some kitchen facilities were flooded.

Courtney Lowe, marketing director at the Woodstock Inn, said the resort hopes to be fully open by October.

"We hope we have a nice, good October foliage here. It's a huge season," with up to 80 percent of the rooms typically filled, he said.

The Vermont Life Wine & Harvest Festival for Sept. 23-25 has been canceled in Mount Snow Valley. At Killington, which lost part of a ski lodge and found itself cut off, an emergency road has since opened up, but the resort has had to cancel next week's Killington Classic Motorcycle Rally and the Killington Farm to Table Festival on Sept. 16.

Danforth said the resort expects to be able to welcome leaf-peepers and hold its annual Brewfest on Oct. 1, even if Route 4 is still just dirt.

In New Hampshire, where fall tourism brings in an estimated $1 billion, the Notchland Inn in Hart's Location in the White Mountains was left stranded when rising waters washed away the main road through town.

The road has since been repaired. But the 15-room inn has received about a dozen cancellations from guests who planned to come for the foliage season. The owners are hoping tourists will come to realize they can get there after all.

Fall foliage season "is the major eight weeks of our year. It would be like retail being unable to open their doors to sell things at Christmastime," said co-owner Les Schoof.

In the Adirondack Mountains of New York, authorities have closed all trails to some the state's highest and most popular summits. It is not clear when the trails will reopen. But when they do, hikers will see some significant changes.

Around Mount Marcy, the state's highest peak, generations of backpackers have paused on a bridge to take pictures of mountains reflected in the pond behind Marcy Dam. Now, the bridge is gone and the dam has been undermined, leaving a mudflat where the reflective water used to be.

Another popular camping lake, Duck Hole, is drained after a dam there was washed out. Avalanche Pass, a dramatic V-shaped gorge, is clogged with 18 inches of mud. And Hitch-Up Matilda, a rustic wood bridge, has lost much of its decking.

A beloved tourist attraction in Vermont, The Vermont Country Store in Weston and Rockingham, which offers old-fashioned and hard-to-find products from home remedies to quaint farmhouse kitchen gadgets, remains open, undamaged by the storm.

Amazon adds the ability to quiz authors through the Kindle (Digital Trends)

Announced today, Amazon is testing a new feature of the Kindle that allows readers to directly ask questions to the author of a book. Borrowing a page from Twitter, the program is called @author and allows readers to post questions from the Kindle. Readers can also visit the Amazon Author page to post questions on the Web. Questions are published on the Amazon Author page and readers interested in the author can read all questions. Using the 5-way controller, the reader can highlight a specific passage on the page and ask a question by typing ?@author??previous?to the query. Readers are limited to 100 characters as Amazon is tweeting the question to the author.?

Popular authors include action-adventure writer James Rollins, The 4-Hour Workweek author Timothy Ferriss, staff writer for The New Yorker?Susan Orlean, suspense novelist?C.J. This new program from Amazon is designed to help self-publishing authors open up a new venue for online marketing and accessibility. Traditional publishers have been slow to catch up to online promotion and successful authors that are publishing exclusively on the Kindle continue to be approached by large publishers that wish to purchase rights of publication for print. For instance, John Locke, one of the authors in the Amazon promotion, recently signed a deal with?Simon & Schuster that allows the company to handle the promotion and sales of the print version of his works. However, Locke can continue selling digital versions without paying any piece of revenue to?Simon & Schuster.
